Public Engagement Process for Residents of the Winter River – Tracadie Bay Watershed

1. Background
The WRTBWA seeks proposals from qualified consultants or firms to design and facilitate a comprehensive public engagement process for residents within the WRTBWA rural watershed area. The engagement process will support inclusive community participation, gather local knowledge, and inform watershed planning, stewardship priorities, and sustainable resource management strategies.
The watershed includes diverse rural communities, landowners, agricultural stakeholders, and residents with varying interests in water quality, ecosystem health, and land use practices. The Winter River supplies 75% of the City of Charlottetown’s domestic and industrial water supply. 2. Project Objectives
The selected consultant will:
• Design an inclusive public engagement strategy tailored to the watershed community.
• Facilitate opportunities for residents and stakeholders to share perspectives, concerns, and priorities.
• Build trust and strengthen relationships between community members and the WRTBWA.
• Document community input to inform watershed planning and management decisions.
• Provide recommendations for ongoing community engagement.
3. Scope of Work
The consultant will be expected to:
• Develop a detailed engagement plan, including innovative outreach methods and participation strategies.
• Identify and implement accessible engagement formats (e.g., public meetings, workshops, a survey, focus groups, or online engagement tools).
• Facilitate engagement activities.
• Collect, analyze, and summarize feedback.
• Prepare a final report of 10 pages or less documenting the engagement process, findings, and recommendations.
4. Timeline
• Project Start: August 1, 2026
• Public engagement Activities: September, 2026
• Final Deliverables: October 31, 2026
5. Proposal Requirements
Proposals must include:
• Organizational background and relevant experience, including similar projects and references.
• Description of proposed methodology and approach.
• Project timeline and work plan.
• Team qualifications.
• Detailed budget.
6. Evaluation Criteria
Proposals will be evaluated based on:
• Relevant experience and qualifications.
• Quality and feasibility of proposed approach.
• Demonstrated understanding of rural community engagement.
• Cost effectiveness.
• References and past performance.
